Labour Minister Signs MoU to Create 5,000 Overseas Jobs for Ghanaians

October 12, 2026

The Minister responsible for Labour, Jobs and Employment, Emmanuel Kwadwo Agyekum, has signed a Memorandum of Understanding (MoU) with UAE-based Masa Depan Building Maintenance L.L.C. to facilitate the recruitment of up to 5,000 Ghanaian workers for jobs in Dubai.

The agreement will cover employment opportunities in construction, building maintenance and facilities management, with an initial batch of 500 workers expected to be recruited.

Under the agreement, the Ministry will coordinate recruitment, verify employment contracts and facilitate skills certification and pre-departure orientation to prepare workers for employment in the United Arab Emirates.

The company, represented by its Managing Director, Junhong Deng, will be responsible for workers’ wages, accommodation, insurance and other employment obligations. It will also cover specified costs, including work permits, medical examinations and air tickets.

The agreement further provides for occupational safety training, a worker welfare officer and a grievance mechanism to protect workers against exploitation and unfair recruitment practices.

The Ministry says the initiative is aimed at expanding access to international employment opportunities while promoting safe, transparent and orderly labour migration.

Recruitment and deployment will take place in phases based on the company’s workforce requirements and the procedures outlined in the agreement.
