Only 72 of 148 public entities signed performance contracts – Mahama

President John Dramani Mahama has expressed concern about poor compliance with governance and accountability requirements among public institutions.

According to the President, only 72 out of 148 Chief Executive Officers (CEOs) who were expected to sign performance contracts have so far done so under his administration.

President Mahama made this known on Thursday, September 10, when he addressed the SIGA Governing Boards and CEOs Conference 2026.

He acknowledged that there had been improvements in the management of some public entities but noted that several institutions continue to fall short of their statutory and administrative responsibilities.

He identified challenges with the submission of audited financial statements, performance contracts, quarterly reports, annual general meetings and employment data.

The President disclosed that only 61 entities submitted their audited financial statements by the April 30 statutory deadline, while several others either submitted them late or were still relying on management and draft accounts.

He further noted that only 71 entities had submitted their quarterly reports, while just 37 out of 177 entities expected to organise annual general or stakeholder meetings had complied.

President Mahama also revealed that employment data submissions dropped from 142 entities in 2024 to 137 in 2025.

He cautioned public sector managers not to assume that the progress recorded so far means the governance challenges have been fully addressed.

“We must not confuse improvement with complete success,” President Mahama stated, describing the existing compliance gaps as unacceptable.
